Thursday, 05/25/23, is the 1st FY2024 Budget meeting at 9:00 a.m. On the agenda (IN PART – there are A LOT of agenda items and ACTION ITEMS):

New City FTE/Position Requests: 19 total

8 for General Fund Depts. (1 position is split 2/3 funded in Sanitation and 1/3 funded in Gen Fund) Cost: $665,118.70
6 for Ambulance (levied to taxpayer at County level – passed through to City) Cost: $660,075.72
5 for Enterprise (Sanitation & WPC) (1 additional position shared, 2/3 funded in Enterprise and 1/3 funded in General Fund.) Paid by the taxpayer through service fees. Cost: $435,550.44

Compensation adjustment ACTION ITEMS for:

Sworn Police Management (+3.5%, add step -pay increases -9 & 10)
Fire Management (+3.5% + 1 step movement up)
General Employee (+3.5% + 1 step movement up)
Seasonal Scale (10% increase + other—see page 10 of PDF)
Elected Officials (Unspecified)
Seasonal/Variable/On-Call/Call Out/Overtime/WOOC budget amounts (Handout to be provided)
Collective Bargaining Agreement (CBA) implementation for:
Police (+3.5% + 1 step movement up)
Fire (+3.5% + longevity advancement continues)

OTHER ACTION ITEMS include:

Medical / RX Plan – recommending Blue Cross of Idaho @ +9.98% increase.
Vision Carrier and Plan – recommending Carrier Change to MetLife A & B
Vision Funding – currently employee paid /recommending City cover 95% of employee-only cost
Workers Compensation Modifier Increase – 5% increase (+$58,256.38)
5 Year Anniversary HRA VEBA Payment – new lump sum contribution of $2500 for each 5-year milestone.
