Here’s yet another clip confirming the Mayor and Council’s intention to bypass the new legislation taking effect 07/01/24 by pushing a “Category B” annexation through under-the-wire.
As a side note, at the 05/01/24 P&Z hearing, an owner mentioned a survey that Idaho Representative Young had used during preparation of her legislation. P.A.G.E. obtained a copy.
Out of 40 Idaho cities surveyed, twenty-seven cities (67.5%) reported “N/A” as the last time they had used “Category B” annexations. Some stated it had been 20-30 years ago.
One city responded they would only consider using a “Category B” annexation for health and safety emergencies.
Of those cities responding when they last did “Category B” annexations:
POCATELLO (2024) in process. Reported @ 460 acres (now 501.98 acres), 138 parcels (now 156 parcels), 79 connected to utilities/ water, sewer, or both (now 84 parcels).
- American Falls (2000/2001) – reported “N/A” for acreage in last annexation circa 2000.
- Shelley (2002) – less than 50 parcels
- Lewiston (2004) – reported “unknown”
- Payette (2007) – reported “unknown”
- Caldwell (2008) – reported 9 addresses
- Twin Falls (2010) – 37.2 acres
- Meridian (2014) – 310.08 acres
- Blackfoot (2016) – reversed through judicial process
- Middleton (2018) – unknown acres
- St. Anthony (2018-2020) – implied consents only/36 parcels (category B)
- Boise (2019) – 0.47 acres
- Idaho Falls (2023) – 4 properties and a total of 7.09 acres
Of those surveyed and reporting acreage, Pocatello’s planned annexation represents the LARGEST “Category B” annexation @ over 501 acres while over 2/3 of the surveyed Idaho cities discontinued doing “Category B” annexations years ago.
