Gravel pits have been a subject of controversy over the last year in Bannock County, and a Conditional Use Permit for a gravel pit will be on the agenda for the November 6, 2024, meeting of the Bannock County Planning and Development Council meeting.

Note that the meeting will be held in the Commission Chambers, Room 212 in the Bannock County Courthouse, a change from where meetings are normally held.

The agenda item regarding the Conditional Use Permit for the gravel pit reads:

“CONDITIONAL USE PERMIT – MINING OPERATION:
John Wilkes petitions for a conditional use permit to construct a new commercial sand and gravel mining operation. The facility proposes hours of operation from 7am to 7pm, Monday through Saturday, with possible DOT variation. The facility proposes fifteen employees, as well as the use of heavy equipment in conjunction with the mining operation. The affected property is known as
parcel RPR3803048300 and is currently unaddressed. At the hearing, the Council shall evaluate the proposed use against criteria established in §530 of the Zoning Ordinance. Type of action: Decision.

The Planning & Development Council members are volunteers that are appointed to advise the County Commissioners on matters such as coordinating plans for physical development, formation of zoning districts, recommendations concerning roads, development of land, future growth, and more.
The Planning and Development Council typically meet at 5:15 p.m on the third Wednesday of the month. Additional meetings may be scheduled, if needed. Public hearing and business items need to be received by the Office of Planning and Development Services on or before the due date, which can be found in the meeting schedule.
The Council conducts two types of hearings, “Legislative”, matters of general concern that affect the entire County and/or “Quasi-Judicial” which they make a decision on requests that are specific to a parcel of land. For “Quasi-Judicial” matters, there shall be no contact or discussion between the public and Council Members pertaining to specific land use requests that are scheduled or may be in conceptual planning.
