Our office is currently preparing to send out Occupancy Notices and Subsequent Roll Assessment Notices within the next two weeks. Property owners will have until January 15 to visit our office and speak with an appraiser.

The Occupancy Roll applies to new homes or outbuildings that were built and occupied after January 1, 2025.

The Subsequent Roll includes land and improvements that were not captured on the annual roll in June.

The Site Improvement Exemption (Developer’s Exemption) is also part of the Subsequent Roll. Under Idaho Code 63-602W, if a developer sells a parcel during the year, the exemption is removed. The new owner becomes responsible for a prorated share of the land value for the portion of the year they hold ownership.

We are already gearing up for the new year, including beginning our ratio studies with the State Tax Commission and reviewing potential legislation for the 2026 session. I will continue to keep you informed of any changes that may affect our office as the session begins in January.

Looking back on 2025, our office experienced several welcome physical updates, including new lighting, a new HVAC system, new drop ceilings, and updated restrooms. We are very grateful to our Maintenance Department and everyone who contributed to these improvements. We also saw the completion of changes to 6th Street in front of our building. While the construction process was challenging at times, the end result has provided additional VIN inspection areas and improved safety for DMV staff, who can now remain on the sidewalk during inspections.

Property values increased for some parcels in June due to sales analysis and our five-year revaluation schedule, which requires a physical review of properties every five years. We were able to keep our residential values at approximately 91% of actual market value—within the Idaho requirement of 90% to 110% of market value. Additionally, levy rates decreased following budget certifications, and the State once again offered the Homeowner Tax Relief credit.

Also, just a reminder of our Holiday Hours:

  • Wednesday, December 24, 2025 (Christmas Eve): We’re closing early at 3:00 p.m.
  • December 25 & 26: We’ll be closed all day to spend time with family.
  • December 31 (New Year’s Eve): We’re closing early again at 3:00 p.m.
  • January 1: We’ll be closed all day for the holiday.
