Idaho Counties Risk Management Program (ICRMP) is an Idaho-based, inter-local (member-owned) government collaborative that provides property and casualty insurance for Idaho public entities like counties, cities, and school districts (including Pocatello-Chubbuck SD25.)

If anyone should have factual information, surely an ICRMP Board member would, right? Can someone then explain why an ICRMP Board of Trustee (Mayor Blad) told the City Council in June 2023 that School District 25’s insurance (ICRMP) would pay the full amount ($65M) for the Highland High School (gymnasium) replacement?

The public and press have repeatedly been informed by SD25 that the insurance is estimated to be around $25M (not yet finalized) for the construction rebuild. Why the difference? Content coverage has not been finalized – the District will eventually receive the full actual replacement cost. Surely contents would not account for a $40M difference when the insurance payout for the building’s construction is estimated @ $25M. It is disparity in communications like this that create questions and distrust.
