Wednesday, May 28th – Sean Chrystal, What is proposed constitutional amendment HJR4?
Sean Chrystal will discuss proposed amendment HJR4 (RS32581/HJR004) to Idaho’s Constitution. Is it a good or a bad amendment? Here’s a link to the Resolution: (https://legislature.idaho.gov/sessioninfo/billbookmark/?yr=2025&bn=HJR004)
The STATEMENT OF PURPOSE for the amendment states:
“A primary legislative responsibility as stated in the Idaho Constitution is that the “first concern of all good government is the virtue and sobriety of the people, and the purity of the home.”It also states that the“legislature should further all wise and well directed efforts for the promotion of temperance and morality.”The legalization and normalization of unlawful drugs is in direct conflict with the Constitutional mandate. Such legalization is detrimental to the community, to the environment, to the economy and to the health of individuals and families. Therefore, a constitutional amendment addressing these findings is hereby declared to be reasonable and necessary.”
Per Section 2 of the Resolution:
The question to be submitted to the electors of the State of Idaho in the next general election shall be as follows:
“Shall Section 26, Article III of the Constitution of the State of Idaho be amended to provide that only the Idaho Legislature shall have the power and authority to legalize the growing, producing, manufacturing, transporting, selling, delivering, dispensing, administering, prescribing, distributing, possessing, or using of marijuana, narcotics, or other psychoactive substances?”
Having previously lived in Washington State and Texas, Ralph moved to Idaho (Idaho Falls) four years ago believing Idaho was a strong conservative ‘Red’ state. Ralph has some observations he would like to share on what he sees happening in Idaho.
