AIRPORT COMMISSION UPDATE:

*Primary focus – to establish equitable, competitive non-aviation rental rates

*Members assist management by providing Master Plan feedback

*Commission has 1 Rep that participates in Bannock Development Strategic Plan Advisory Team

POLICE AND FIRE UNION QUARTERLY UPDATES: Pulled from the agenda

*Fire did report three (3) new Wildland Engines are anticipated to be received the week of 02/13/23

POCATELLO DEVELOPMENT AUTHORITY (PDA) UPDATE:

*Annual report drafted

*Naval Ordnance- significant facade improvements completed via owner participation agreement (OPA) with IRG

*Northgate- growth & development continues with multi-family development; Portneuf Health Trust – N. campus building completed

*North Portneuf – looking into feasibility of installing a bridge over rail lines to connect River Parkway to Highway 30

*Treasurer hired in the Fall

*Will consider a request-for-proposal (RFP) draft on 02/15/23 to explore two new possible urban renewal /Tax Incentive Financing (TIF) district areas (Downtown and South 5th)

BUDGET AMENDMENTS:

*CFO reviewed 26 proposed budget amendments totaling $4,162,069

*Public hearing will be held on 02/16/23

FUEL SITE PROJECT UPDATE (@ Public Works Annex on Garrett Way):

*Approx. 1/3 of current city vehicle fleet are PAST identified replacement dates. National avg is 10-12 yr. fleet. Pocatello has 14-16 yr. fleet.

*Vehicle supply chain issues continue

*City Fuel Site is 33 years old – past late-20 to 30-year replacement

*Additional fuel sites/tanks exist at PRT + WPC + Airport

*New Fuel Site Construction Bid = 2.5 TIMES HIGHER than estimates 2 years ago (was approved @$800K / now approx. $2.4M)

*Deputy PW Director quoted a savings of approx. $300K/yr. by using a Fuel Site to bulk-purchase fuels. (Currently averaging savings of $.66/gallon on unleaded & about $1.00/gallon on Diesel.)

APPROVED:

*Direct staff to prepare contract to accept new fuel site bid of up to $2.4M

*$2.4M to be paid via a LOAN from Streets Reserves (Highway User dollars)

*LOAN repayment over 30 years by adding $.27/gallon surcharge to departmental fuel bills.

* Direct Streets to discuss with departments the budget impact of an additional suggested fuel surcharge(s) for future replacement of fuel tanks/sites.

* NOTE: Departments using the most fuel bear the highest cost (budget) impact (Police, Water, Sanitation, etc.)

SIGN SURVEY RESULT REPORT:

*Input sought for Sign Ordinance rewrite

*Goal – remove redundancies, provide clarity and improve the function of the title – Pocatello Municipal Code Title 17 Chapters 17.01 “General Provisions”, 17.02 “Land Use Decisions”, 17.03 “Zoning Districts”, 17.04 “Overlay Areas” and 17.05 “Development Standards” (4-0)

*Approx. 2 hrs. of discussion ensued regarding survey results and the various types of signage

*Discussed banning large billboard signage. No decisions made.
