Our focus is local politics, not typically state politics, however…
Since Pocatello’s City Council President, Rick Cheatum, is currently filling TWO paid elected positions and has been in Boise as a paid Legislator since January, we think the public might be interested in a few of his votes. These are just some of the more high-profile bills or those related to local issues. Cheatum’s Committees: Commerce & Human Resources + Local Government + Revenue & Taxation
1. HB 328: RELATED TO URBAN RENEWAL DISTRICTS
STATEMENT OF PURPOSE RS30690 / H0328
“This bill provides that any data center as defined in Idaho code 63-3622VV(2)(f) making capital investments of least $250,000,000 in 5 years and creating and maintaining at least 30 new jobs in 2 years shall be added to the property tax base assessment roll.”
Bill passed and moved to the Senate (as of 03/17/23). The House vote was 59-9-2.
IN FAVOR – Andrus (35-A) + Garner (28-B) + Wheeler (35-B)
NAY (AGAINST) – Cheatum (28-A) + Manwaring (29-A) + Roberts (29-B)
2. HB 56 – MOTOR VEHICLES – DAYLIGHT HOURS
This legislation, pertaining to Motor Vehicle Licenses, amends Idaho Code, Section 49-307, to define “daylight hours only” as the time between 5:00am and 10:00pm local time.
The bill was signed into law by the Governor on 03/07/2023.
NAY (AGAINST) – Cheatum was the sole NAY vote.
3. HB 313 – FEMININE HYGIENE
The purpose of this legislation was “for all public schools and public charter schools to require feminine hygiene products, free of charge, to all female students in
sixth through twelfth grades.”
The bill failed to pass in the house 35-35-0.
IN FAVOR – Cheatum (28-A) + Garner (28-B) + Manwaring (29-A) + Roberts (29-B) + Wheeler (35-B)
NAY (AGAINST) – Andrus (35-A)
4. HB 314 – School and Library Protection Act.
This legislation “requires public schools and community libraries to take reasonable steps in restricting children’s access to obscene or harmful material. A parent or
guardian of a minor child who accesses such material in violation of this policy would be entitled to bring civil action against the school or library for damages and injunctive relief.”
The bill passed the House 40-30-0 and will move to the Senate (as of 03/20/23)

5. HB 292 – PROPERTY TAX RELIEF
It passed House and Senate and has been referred back to the House.
IN FAVOR – All District 28/29/35 representatives and senators
6. HB 334 – APPROPRIATION BILL RELATED TO MEDICAID / $4.7 BILLION
Bill failed in the House. 34-36-0.
